INFORMATION CIRCULAR


Please read this Information Circular before registering for the Conference


  1. All participants attending the 63rd Commonwealth Parliamentary Conference (CPC) and Associated Meetings - including the Executive Committee, CWP Steering Committee, and 36th Small Branches Conference - to be held in Dhaka, Bangladesh from 01 – 08 November, 2017 are kindly requested to familiarize themselves with the Information Circular before registering for the Conference.

  2. The CPA Secretariat shall jointly organize the CPC with the Host Branch. The CPA Secretariat shall bear responsibility for the meeting agendas and conduct of the meetings while the CPA Bangladesh Branch shall provide the Conference facilities, accommodation, hospitality, logistical support and transportation, where necessary.

Conference Registration
  1. Invitations will be sent to Branches by email or fax on 16 June 2017. The CPC 2017 website www.cpc2017.org will also go live from 30 June, 2017 and delegates will be able to register online.
  2. Branches unable to register online should download, complete and send the duly completed forms by email or fax to the above-mentioned addresses. Delegation lists together with biographical details must be submitted on or before 30 August, 2017. The Travel and Accommodation form must be submitted on or before 30 September, 2017.

  3. The CPA Bangladesh Branch will be responsible for the online registration system. Only Branches that have paid their Association membership fees in full will be permitted to send delegates/secretaries to attend the Conference. Delegates and Secretaries of Branches whose membership fees are overdue will not be accepted as attendees. Payment of outstanding membership fees must be made to the CPA Secretariat no less than ninety (90) days prior to the commencement of the Conference, i.e. 4th August 2017.

  • Biographical Details

    In order to guarantee the accuracy of information and to ensure consistency in the formatting of the biography booklet, participants must fill out the online form available in the registration section or the forms received along with the invitation. Published biographies will be derived from the information provided. If biographies are too lengthy, editorial decisions may be made to summarize the biographies.

    A current passport size photo is required for the biography booklets well as the production of Conference passes. Delegations registering online can upload the photo; otherwise kindly email a passport photograph (preferably Jpeg format) to the Conference Secretariat, indicating the name of the Delegate/participant, and Branch.

  • Registration Categories

    1. Delegates and Secretaries: Details on the number of delegates/secretaries that each Branch is entitled to send are set out in the individual letters of invitation.

    2. Spouses: Spouses of delegates, Secretaries and/or Observers are welcome to participate, provided they have registered and paid the fee of US$1300 to cover the costs of accommodation, meals, internal transportation, tours and social functions. No provision will be made for children of any age. A local sightseeing programme to various places of interest within Dhaka will be arranged for spouses/partners during the period of the Conference. Please note that those registered as spouses will be expected to share a double room with the relevant Delegate/participant.

    3. Observers (including accompanying persons): Branches may apply for Observers to attend the Conference and they will be accepted on a first–come, first–serve basis, depending on availability of space and on the basis that they will participate fully in relevant Conference activities. Observers will be charged an Observer fee of US$3000 to cover the cost of accommodation, meals, internal transportation, tours and social functions.

    4. Guest Speakers:CPA Secretariat will invite guest speakers for the various Workshops and the CPA Bangladesh Branch will be responsible for their accommodation and meals excluding alcohol, laundry, telephone calls and faxes for the duration of their stay (normally two nights per Presenter). Guest speakers and any other special guests to the Conference will be registered by the CPC 2017 Secretariat on confirmation from CPA Secretariat.

    5. Society of Clerks-at-the-Table (SOCATT): Members of the Society of Clerks, who are not otherwise registered for the Conference are responsible for the cost of their travel and will be charged a fee of US$2100 to cover the cost of accommodation, meals, transport and social functions.

  • Payment of CPC 2017 Fees

    1. Fees for spouses/ partners, SOCATT delegates and observers must be paid in advance by wire transfer, no later than 30 August, 2017. Fees are payable only in US Dollars.

    2. Registration fees should be paid in advance by bank transfer, to the 2017 CPC Cell via the following bank details. Payment by cash in US Dollars, agreed in advance with the host Branch will be made payable during registration at hotel.

  • Travel Arrangements

    1. Please note that travel should be routed through to Hazrat Shah Jalal International Airport, Dhaka, Bangladesh (Airport code - DAC). Most principal airlines fly into Dhaka.

    2. A Reception Desk will be operated at Hazrat Shahjalal International Airport during the official arrival and departure dates round the clock to assist participants. The Reception desk will display the Conference Logo.

    3. Delegates will be met on arrival at Hazrat Shahjalal International Airport (DAC) and assistance will be provided to clear airport formalities. Airport transfers to the Conference designated hotels will be provided by the Host Branch.

    4. The host Branch Conference Secretariat is responsible for transporting participants to the Hazrat ShahJalal International Airport (DAC) for departures on the official departure date. Members are advised to alert the host Branch Conference Secretariat of any amendments to their departure information using the forms available at the information desk at respective hotels.

    5. Duly filled in Travel & Accommodation forms must reach the Conference Secretariat on or before indicated deadline to ensure that delegates are met and assisted as much as possible.

  • Luggage Tags: To facilitate identification and handling of luggage, all participants are required to attach the luggage tags that will be sent to Branches in advance of travel to Dhaka. If your Branch has not received the Luggage Tags by 30 September, 2017, please inform the host Branch Coordinator. It is requested that these be prominently displayed on all pieces of baggage for easy identification and handling by the officials of the Host Branch.

  • Visas

    1. Appropriate entry visas will be required for the delegates to enter Bangladesh. The Bangladesh High Commission in all Commonwealth Countries have been apprised of the Conference and all concerned Missions have been requested to provide entry visas to delegates on application.

    2. "On Arrival Visas" will only be arranged for delegates from Branches that do not have access to a Bangladesh High Commission. To arrange visas on arrival, the necessary information must be provided to the Conference Secretariat in good time so that necessary approvals can be obtained from the Ministry of Home Affairs. Those who wish to use this facility should contact the Conference Secretariat for further advice by 30 September 2017.

  • Immunization requirements to travel to Bangladesh

    Yellow Fever Vaccination Certificate is required from all travelers from the countries mentioned below and those who have visited any of the countries within 10 days prior to arrival in Bangladesh.

  • Customs and Immigration Clearance

    The Host Branch will facilitate the Customs & Immigration clearance at the time of arrival and departure. Delegates may note that Duties are to be paid for dutiable items by the individual concerned.
  • Ground Transportation

    1. Transport will be provided by luxury coaches to all official functions and a shuttle service will be in operation between hotels and the conference venue, during the period of the Conference. All delegates will be served on equal basis in their capacity as conference delegates. Delegates are strongly discouraged from using private transport during the conference programme due to security reasons and vehicular access to the Conference venue will be restricted to official vehicles only.

    2. Transport service will be in operation at the times mentioned in the programme and it will not be possible to facilitate additional transport facilities for delegates who do not comply with the transport schedule.

  • Accommodation

    1. The Host Branch Secretariat is responsible for the allocation of accommodation. Accommodation will be provided to the delegates at the hotels listed below. Further information on these hotels can be obtained from their respective websites.

    2. CPA Bangladesh Branch will pay for single occupancy unless a participant is accompanied, on bed and breakfast basis at the hotels listed below for the duration of the Conference.

    4. CPA Bangladesh Branch will not pay for extras, such as additional nights’ accommodation, meals not offered as part of official programme, alcohol, room service charges, laundry, mini-bar and phone calls. Delegates and participants are required to pay for these facilities at the time of availing these services or at the time of checking out.

    5. On arrival at the hotels delegates and participants should go to the information desks set up in the hotels for registration to collect their conference pass and other materials. Room keys will be issued to the delegates and participants after the registration process is completed.

    6. At check in delegates and participants must provide credit card details to guarantee payment for any extras. Those without credit card will be required to pay cash deposit in US$50 per night. Unused deposit will be refunded upon check-out in the same currency.

    7. Check-in time is 1400 hours and the check-out time is 1200 hours. The host Branch Conference Secretariat could assist delegates and participants wishing to stay for additional nights either before or after the conference. Those who require such assistance should inform the Conference Secretariat well in time so that it can make the necessary arrangements in this regard. The cost involved will be the responsibility of the individual.

    8. In the absence of an official/hosted dinner, meals will be provided to delegates and participants in their respective hotels.

  • General Information

    1. Programme: A copy of the draft outline conference programme is available on the 63rd CPC 2017 website - www.cpc2017.org as well as the CPA Secretariat website - www.cpahq.org/cpahq/annualconference2017

    2. Venues and Meetings: The Opening of the 63rd CPC will be held at the South Plaza, Bangladesh Parliament. Plenary Sessions, General Assembly and other meetings will take place in venues highlighted on the Outline Draft Programme.

    3. Registration and Information: A Registration and Information Desk will be located in the hotels and at the meeting venues. Delegates must collect their Conference pass and other materials from the Registration and Information Desk before checking into the hotel.

    4. Conference Passes and Security:

      • Delegates could use the online registration system to upload a photograph to be used on their Conference pass. Delegates should ensure that the photograph reflects their current appearance to prevent access difficulties. Photographs should be passport-style (jpeg), high resolution with a clear image of the applicants’ face taken against a plain background.

      • Delegates not registering online should submit an electronic photograph by email to the Conference Secretariat. The name of the delegate, country and the CPA branch should be indicated for each photo submitted.

      • Delegates who do not submit an acceptable photograph in advance will take a longer time to complete the registration process on arrival and will not gain access to their hotel room until the pass has been issued.

        Delegates must wear their Conference pass to access the Conference and other meeting venues, social functions or to take official transport to meetings/events. For security reason access will be tightly controlled and those without a pass will not be permitted entry. Delegates are asked to report, lost or stolen badges to the Liaison Officer assigned to their Delegation, immediately.

  • Information Bulletin:
    A daily information Bulletin containing details of the day's programme, notices and additional information which might be of interest to delegates, will be issued online and in hard copy every morning and will be available at information desks at meeting venues.

  • Internet / Wi-Fi:

    Internet/Wi-Fi will be available at the designated hotels. Access information will be provided to delegates on arrival at individual hotels.

  • Media Centre:

    A press service will operate in the Conference Venue Bangabhandu International Conference Center (BICC) and at hotel- Radisson Blu. It will be open to correspondents of national and international print and electronic media. Journalists wishing to cover the Conference will receive identity badges issued by the host Branch Secretariat.

  • Press/Media Accreditation:

    Correspondents of national and international press of the print and electronic media must apply for accreditation to the Conference. Applications must be received in writing to the host Branch Conference Secretariat no later than 30 June 2017. Applicants should provide a photograph (jpeg) with their name, date of birth, address, telephone numbers, email address, details of the publication/organization for whom they are working, editor’s name/contact details and times of the meetings they wish to attend. Applicants will be asked to show a valid press card and photographic identification when collecting their Conference pass.

  • Weather.

    The average temperature in Dhaka during the Conference (in November) will be 25 – 32 degree Celsius.

  • Dress.

    Business dress or national dress is appropriate for meetings and evening events. Casual dress is recommended for the Tour Programme.

  • Currency.

    The currency used in Bangladesh is Taka. Most major international currencies can be exchanged at the airport, hotels and nearby banks. Rates of exchange might vary slightly from one institution to another. Major credit cards are accepted in hotels and most shops.

  • Medical Facilities.

    We wish all delegates a healthy stay. However, to meet any emergencies, first aid medical facilities will be available throughout the period of the Conference at the respective hotels and at the Conference venues. Delegates requiring urgent medical attention should alert the Liaison Officer assigned to them or inform the information desk in the hotel. The cost of treatment of conditions other than those which are routine and minor is the responsibility of the delegate.

  • Insurance.

    Delegates must obtain insurance for travel, personal accident, medical emergencies, and loss of luggage, currency and against any damage or injury or loss of life resulting from acts of war, hostility or terrorist activity.

  • Voltage.

    Bangladesh has a voltage of 220 V and two pin plugs are widely used. Delegates may wish to carry an adaptor for the purpose.

  • Photographs.

    A number of photographers will capture images throughout the conference. A selection of photographs will be published on the Conference website.

  • Optional Conference Tour Day.

    An optional tour will be arranged for delegates and all other participants and their spouses for Wednesday, 8 November 2017. Delegates not departing on 8 November, but opting to go on the Tour will cover the cost of accommodation and other expenses for that night. Delegates wishing to go on the optional tour must confirm with the Host Branch by 30 September 2017

  • Liaison with High Commissioners.

    All countries with diplomatic representation in Bangladesh will be notified of the Conference and will receive copies of the programme. High Commissioners of Commonwealth countries will be invited to attend the Opening Ceremony at the South Plaza, Bangladesh Parliament on 5 November 2017.
